The European Network of Maritime Clusters (ENMC) is a cooperation between European maritime cluster associations. Since its foundation in 2005, the ENMC main mission is to establish an efficient framework for maritime sectorial cooperation, focused on vocalizing the unambiguous maritime interest to European policy makers towards a European maritime level playing field; a single European Maritime Cluster. The association is based in Luxembourg. The Luxembourg Maritime Cluster has the Presidency for a mandate of two years, and will coordinate the network until December 2024.
The Luxembourg Maritime Administration is the focal point of all shipping matters in Luxembourg. Its statutory functions are outlined in the Maritime Act 1990. Together with the Ministry of Economy, the Maritime Authority (Commissariat aux Affaires Maritimes) acts as guarantor of high-quality standards and ensure that only serious ship operators can fly the famous Red Lion. For this purpose, the Authority deploys a team of experts and maintains longstanding partnerships with first-rate classification societies operating worldwide.
The Single Window for Logistics (SWL) program is an initiative of the Luxembourg Government to implement a National Information and Transaction Platform facilitating international trade. SWL and the Luxembourg Maritime Cluster cooperate in the promotion of efficient procedures for the shipping sector.
As a professional chamber and public institution encompassing all sectors of business other than agriculture and crafts (Chambre des Métiers), the Chamber of Commerce acts as the guardian of its member companies’ interests. Today, the Chamber of Commerce has some 90,000 affiliated members which account for 75% of total employment and 80% of GDP in Luxembourg.
Odyssea was founded in 2013 by Luxembourgish marine biologists with the aim of promoting marine biology in Luxembourg and beyond, giving everyone the opportunity to dive into the unique world of the oceans.
The association regularly organises field courses and internships allowing students to learn more about the marine environment and the work of marine biologists. The focus of each project is different and ranges from scuba-diving expeditions with sharks to whale and dolphin field courses. The ODYSSEA team is actively engaged in research and conservation projects across the globe. The Luxembourg Maritime Cluster supports ODYSSEA and has signed a Memorandum of Understanding in 2016.
The Luxembourg Maritime Cluster is one of the six founding members of the Luxembourg Cluster for Logistics (C4L). The Cluster for Logistics gathers together different players – companies, public research centres, institutions and government entities – with the objective of strengthening Luxembourg’s position as a major intercontinental logistics hub in Europe for high added value services in logistics.

The Luxembourg Centre for Logistics and Supply Chain Management was founded by the government of the Grand Duchy of Luxembourg to support the country’s aim of becoming a European logistics hub. The centre is a member of the Massachusetts Institute of Technology Supply Chain And Logistics Excellence (MIT SCALE) network and strives for excellence in research, education, and knowledge transfer.
